IF
you use PayPal or another payment gateway, the answer is no,
you don't need them. If you want simply collect the credit
card information, you need, as a minimum, SSL (secure socket
layer) installed, and that requires a setup charge but no
monthly fee. You can also add your own certificate, and or
merchant accounts, if you wish to go beyond just gathering
the credit card number (and running it through your existing
merchant account).
